Jun 08, 2017·For soap to be exempt from the definition of a cosmetic (and thus the cosmetic manufacturer regulations) the bulk of the product must be the alkali salts of fatty acids (that is, it is made from the saponification of oils with sodium or potassium hydroxide) AND it must be marketed only as “soap” AND it can only claim to clean.
